These should be straightforward, not complex and realise you might still need some flexibility based on the applications you receive. Occasionally for example, you might decide a Group needs more financial help than they applied for and you need to be able to address that – financial problems don’t go away.

An obvious one to start with is Gift Aid. All Groups in the UK are entitled to Gift Aid and should be claiming it. If a Group has asked the District for financial support but has not already registered for Gift Aid then the District should support the Group to do this as a matter of urgency, even if very few parents earn enough to claim.

Some funders use the location of a charity to decide whether they will support it or not as it can tell the funder if the charity is serving more deprived communities. There are slightly different systems in the four nations, England for example uses IMD, or indices of multiple deprivation. Taking public data across a number of different categories, all parts of the country are grouped into IMD deciles. A group that is in IMD decile 1 to 3 is considered to be in about the 30% most deprived parts of the country.

You need to consider the financial position of the Group that has applied for support. What do their annual accounts show? If the Group itself is well funded and has reserves, it is important to understand why they feel they need financial support from the District. This should be a conversation, not an interrogation!

You also need to consider how many grants you can afford and whether you are looking to fund 100% of any grant request, or if you are only going to fund a portion of it, or a fixed amount. For example you might decide, based on the finances of the District that you can only safely provide 10 grants up to £1000 (£10,000 in total), or you might only offer up to 50% of any grant up to certain limits e.g. up to £700; with a maximum fund of £10,000 to grant. Alternatively you might have three Groups in dire need of financial assistance and you agree to fund them £2,500 each over twelve months.

All this needs to be carefully considered and will depend on what you can afford to grant, and how much support your Group's need. For everyone’s sake, you should try and make criteria and limits as simple and straight forward as possible. Indeed it might be better to agree a set of guiding principles, rather than a rigid set or criteria and add a dose of common sense into the decision-making – whilst ensuring you are not bias towards any applications.

The process can make or break a grants programme. If you make it too complicated it will put Groups off, but if it is too simple you risk not capturing the key information you need to make an informed decision. Whatever you decide you must make it very clear to people what the process is, and what the guidelines, criteria and expectations are.

The first step in any process is talking to your Groups informally about the plans you are making to provide grants, letting them know what you have in mind, what you might be able to fund and so on. Get their comments and feedback on your proposals, it is invaluable. Create a safe space for Groups to talk to you honestly about what their needs are, and design the process that takes some of these into account. The application process should be proportional to the size of the grants available. Small grants, however you define them, should not require reams and reams of paperwork to apply for. They might not require a form at all. Group Lead Volunteers might be able to apply for a small grant by email, as long as that email contains all of the information you require.

You might want to use a form, paper or electronic, for larger grants. Using a form sometimes helps ensure you get the information you want, but only if your guidance is clear enough and you ask the right questions. The form should really only be a brief stage in the process that captures the key information you need. It’s a good idea to invite the Group Lead Volunteer and / or Group Chair along to discuss their application in person. Again, this should be a conversation not an interrogation, and it should be clearly recorded for the minutes to avoid any confusion later on. As a District Trustee Board you should receive a copy of the Group accounts every year, but you may wish to see the latest version of the accounts, or e.g. a recent bank statement as part of the application process as well just in case anything has changed.

You will probably need to know:

Group name

Group location (for looking at deprivation data)

Contact person – name, Scout role, email, phone number (if not the Group Lead Volunteer/Group Chair, then you will need one of them to confirm they support the application)

Amount of money requested, and if not a 100% grant if/how they can fund the rest

What the money would be spent on and why it is needed now

Whether the group is likely to require longer-term support

The difference this will make to the young people, leaders, Group

When would the money be spent

Most recent approved annual accounts – and maybe up-to-date accounts

Bank account name and details

Updated: 22 November 2024.

/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/approval-process/
Approval process
/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/application-process/
Application process
/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/approval-process/
Approval process
/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/whos-doing-what/
Who's doing what?
/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/genuine-need/
Genuine need
/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/reporting-back-monitoring-and-evaluation/
Reporting back, monitoring and evaluation
/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/in-conclusion/
In conclusion
/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/application-process/
eyJjbXMiOiJVbWJyYWNvIiwiZWRpdG9yVXJsIjoiaHR0cHM6Ly9wcm9kLWNtcy5zY291dHMub3JnLnVrLy91bWJyYWNvIy9jb250ZW50L2NvbnRlbnQvZWRpdC80NzA4MSJ9
https://www.scouts.org.uk/volunteers/running-things-locally/grants-and-funds-for-your-local-group/grants-between-counties-districts-and-groups/making-it-happen/application-process/

After you have agreed what the application process should look like, you need to decide…how you will decide!
