This includes ensuring Network finances are reported as part of the overall financial position of the District\u003C/li\u003E\n\u003Cli\u003Ethe insurance of persons, property and equipment\u003C/li\u003E\n\u003Cli\u003Eassisting with the recruitment of Leaders and other adult support\u003C/li\u003E\n\u003Cli\u003Epromotion of the Scout Network.\u003C/li\u003E\n\u003C/ul\u003E\n\u003Cp\u003EThe way that a District chooses to finance its Scout Network is very much a decision made locally. However, there are a number of rules, which must be adhered to, and which you can find in \u003Ca href=\u0022/por/5-local-governance-and-finance-of-groups-districts-counties/\u0022 title=\u00225. The Scout County\u0022\u003EPOR chapter 5\u003C/a\u003E.\u003C/p\u003E\n\u003Cp\u003EResponsibility for the finance of Scout Network lies with the District Trustee Board. The District Trustee Board should bear in mind the principle of \u2018free to join\u2019 and \u2018pay to play\u2019.
